Правительство РФ одобрило пакет законопроектов по пенсионной реформе, определяющей формулу расчета пенсий с 2015 года

Правительство РФ накануне одобрило пакет законопроектов по пенсионной реформе, определяющих формулу, по которой с 2015 года будет рассчитываться пенсия россиян. Об этом после правительственного совещания сообщил глава минтруда РФ Максим Топилин, передают «Известия».  
Законопроектами предусмотрено смягчение условий, которые необходимо соблюсти для получения права на трудовую пенсию. Но, несмотря на послабление, предусмотренный новый фильтр на входе в систему могут не пройти до 25% граждан, они могут лишиться права получать трудовую пенсию.
Один из представленных проектов касается формирования страховой части пенсии граждан. Согласно этому документу, порог входа в систему предполагается установить на уровне 30 баллов. Столько надо будет накопить в течение трудовой деятельности, чтобы получить право на пенсию. В сентябре замминистра труда и социальной политики Андрей Пудов, выступая на заседании трехсторонней комиссии, указал, что порог входа в систему составит 33 балла. Для этого надо будет работать в течение 30 лет, уплачивая взносы с одного минимального размера оплаты труда (МРОТ — на 2014 год установлен на уровне чуть более 5,5 тыс. рублей).
В одобренном варианте балльная система выглядит более компромиссной. Ранее предполагалось, что в 2015 году, когда закон вступит в силу, порог входа составит 10 баллов, а потом постепенно в течение 10 лет будет увеличен до 33 баллов. В нынешнем варианте проекта указано, что в 2015 году порог входа в систему будет установлен на уровне 6,6 балла, к 2021-му составит 10 баллов, к 2025-му будет увеличен до 30 баллов. То есть самый жесткий вариант коснется тех, кому сейчас 43–48 лет и моложе. Именно они начнут уходить на заслуженный отдых в 2025 году.
С другой стороны, смягчение носит показной характер. Первый вице-президент Национальной ассоциации негосударственных пенсионных фондов Юрий Люблин пояснил, что опасным является сам факт введения такого надуманного ограничения, как количество баллов. По его словам, для установления права гражданина на пенсию достаточно двух фильтров, которые действуют сегодня, - по возрасту и по стажу.

Первый устанавливает, что мужчины могут получать трудовую пенсию при достижении ими 60 лет, а женщины — 55 лет. Второй фильтр определяет минимальное количество лет, в течение которых гражданин должен осуществлять трудовую деятельность. Сегодня это пять лет, но в рамках пенсионной реформы стаж будет увеличен до 15 лет.

Tourism to Hawaii Picks Up

For the month of April 2011, Hawaii’s tourism economy continued to see growth, both in visitor spending and in the number of visitor arrivals to the islands, despite anticipated declines in the number of visitors from Japan.
In fact, overall visitor spending maintained a double-digit increase for the 12th consecutive month in April 2011, according to Mike McCartney, president and CEO of the Hawaii Tourism Authority.


“Hawai‘i’s tourism economy continued to see growth in April, contributing to a 17.8 percent rise in visitor spending to $4.1 billion for the first four months of 2011,” said McCartney. “This represents the 12th consecutive month of double-digit increases in overall visitor spending. More importantly, this sustained momentum is being experienced on all islands, with arrivals and expenditures currently on pace with our peak years of 2006 and 2007.”
